Job Description:

The CAST Technology Project Manager plans, coordinates, and monitors all aspects of technical projects. Utilizing a vast knowledge base of technical skills, this role will serve as a point person for all technical needs and project and contractor management related to the fulfillment of those needs. The Technology Project Manager will work with CAST departments to ensure on time, on budget, and high-quality deliverables. Using industry experience, this role will improve all aspects of technical project management. This position will use their expertise to contribute to maintenance of high standards of accessibility, data security, and technical innovation in line with industry trends.

Primary Responsibilities Include:

Project Management and General Responsibilities

Facilitate effective communication among project partners, including clients, team members, and senior management, bridging the gap between technical and non-technical partners.
Collaborate with various CAST project teams to comprehend programming objectives and ensure successful internal execution or outsourcing to contractors.
Lead CAST-wide programming needs meetings.
Allocate resources and time strategically to ensure timely completion of programming requirements.
Demonstrate expertise in knowledge security, digital privacy, and data protection, actively participating in the Data Privacy Agreement (DPA) team.
Stay abreast of industry trends, emerging technologies, and modern project management methodologies.

Contractor Management

Manage contractors effectively, maintaining strong partnerships with key collaborators.
Work closely with backend developers (in-house or contracted) on projects with multi-tier architectures.
Estimate time and cost for front-end development of proposed projects and manage to completion.
Lead the selection and onboarding of new contractors when needed.
Document and report on workflows, invoicing, and related processes.
Using contractors:
Ensure effective Java development and deployment.
Drive quality assurance (QA) testing efforts.
Enhance and maintain Google Cloud and Amazon Web Services.
Enhance and maintain CAST's responsive design framework, Figuration, while staying informed about related technologies like Bootstrap.

Technical Skills

Command a comprehensive understanding of the full stack development process.
Manage and maintain existing CAST websites, overseeing CAST staff and contractors dedicated to website support.
Keep current with web standards, development technologies, build tools, containerization, and testing methodologies.
Lead as the Project Manager for the development of new websites.
Contribute actively in brainstorming sessions, project meetings, standups, sprint planning, and retrospectives.
Oversee budget, timeline, and communication with website vendors.
Coordinate with the Communications team on content authoring, updates, analytics, and social sharing strategies.
Collaborate with the Director of Digital Communications to ensure content accessibility, refine content authoring strategies, capture website analytics, and strategize CAST microsites and web services.
Partner with the Art Director to ensure website visuals maintain accessibility standards.
Work with the Communications team around content authoring/updating, website redirect links, event capture for analytics, social sharing, etc.
Provide technical assistance and support, as necessary.
Oversee software updates as required.
Keep up to date with web standards (HTML 5, CSS, ECMAScript, WCAG (Web Content Accessibility Guidelines), development technologies (such as SCSS), build tools (e.g., NPM), containerization (Docker, Kubernetes), and testing tools.

Knowledge

Master's degree in computer science preferred.
Programming and development experience required.
Possess the ability to uphold the highest accessibility standards and offer guidance on accessible practices to collaborators, pre-empting potential accessibility challenges.
Develop a solid understanding of Universal Design for Learning (UDL) principles and utilize UDL guidelines to inform development decisions.
Acquire knowledge of National Instructional Materials Accessibility Standard (NIMAS) and publication standards.
Develop and display familiarity or expertise in emerging artificial intelligence (AI) technologies, particularly in relation to the education sector.
