The Need

For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Global Director, Grant Partnerships to develop and oversee IJM’s approach for acquiring and managing institutional grants. They are responsible for collaboratively defining the global grants strategy, which recognizes grants as a vital source of resources, influence, and operational credibility, all of which help advance program success around the world.

The Global Director leads the Global Grants team, which works to strengthen IJM’s capacity to build and sustain funding partnerships with governments, corporations, foundations, and implementing partners. The team consists of grants compliance, capacity building, and acquisition specialists who provide subject matter expertise and surge support to grants teams based across North America, Latin America, Europe, Africa, South Asia, and Asia Pacific.

In addition the providing functional leadership for grants, the Global Director is a member of the Global Programs Leadership Team, leading and contributing to cross-functional initiatives that ensure grant partnerships align with IJM programs, finances, and operations.

This position is based in the Washington, DC area and is available to be hybrid (onsite Tuesdays & Thursdays). It reports to the Chief Program Officer and is only available for candidates with the right to work in the USA.

Responsibilities:

Enterprise-Wide Leadership

Develop and oversee IJM’s Grants Strategy, ensuring relevant stakeholders are consulted and the Global Leadership team is on board with the strategy;
Identify critical cross-functional barriers IJM faces is growing our institutional portfolio, convening and/or participating in working groups to implement sustainable solutions;
Advise leadership on Management KPIs and targets related to grant revenue, new acquisitions, compliance, and grant project execution; and
Serve as a trusted partner and consultant to members of the global leadership team and other staff on grant-related issues and priorities.

Team Management

Provide leadership to the Global Grants team, promoting a healthy team culture, defining annual priorities and workplans, and ensuring the successful and timely execution of individual and collective goals;
Responsible for professional development of direct reports through career planning, coaching, and performance feedback;
Manage team budget in accordance with organizational policy and principles of financial stewardship; and
Aid regional and global function leadership with management of matrixed grants staff, such as recruitment support, performance feedback, and community of practice leadership.

Grant Acquisition

Strategically deploy global resources to assist with capture and proposal development efforts for high-impact and/or cross-regional funding opportunities;
Embed strong decision-making frameworks, centralized tools and templates, and global policies that enable grant-seeking teams to identify, vet and obtain internal approvals for viable opportunities; as well as thorough review processes to ensure proposals are high quality and aligned with organizational capabilities, needs, and mission; and
Promote institutional learning by leading strong after-action reviews and harnessing donor feedback to improve future efforts.

Grants Management

Oversee and maintain IJM’s suite of grant-related policies and procedures, ensuring that these remain relevant to the global grants strategy and that staff are trained and aware of what is required;
Serve as (or appropriately delegate) signatory authority on all grant agreements, cost proposals, award modifications, subawards, and organizational certifications; and
Provide expert guidance and consultative support on challenging grant management issues.

Capacity Building

Direct the Global Grants team to administer systematic and hands-on support for grants management staff at all levels in order to reduce the risk of fraud, audit findings, or other forms of noncompliance;
Guide regional portfolio officers to build the capacity of project teams during grant start-up and closeout, so that all staff are aware of award terms and conditions;
Oversee global training efforts for both grant seeking and implementing teams, ensuring teams have the knowledge and tools to meet internal standards and external donor requirements; and
Ensure Global Grants stays current on grant management/compliance issues through external training, professional memberships, and regular networking engagements with peer organizations.

Financial Management and Compliance

Collaborate with Global Finance to ensure that the financial impacts of grants are clearly documented including the impact of indirect and unallowable costs associated with grants;
Partner with Global Controller, Global Governance, and the General Counsel to strategize and organize essential support capabilities for grants; and where needed, develop transition plan for finance and compliance responsibilities within Global Grants to move to their respective enterprise support functions;
Ensure finance stakeholders have the opportunity to review changes at critical points during the proposal development process to avoid last minute or siloed decision-making;
Seek to influence grant reporting requirements during the award process whenever possible to keep the grant or contractual reporting requirements as efficient as possible and avoid creating additional, onerous reporting requirements for IJM;
Understand IJM’s cost structure and financial model and collaboratively seek to align grant management resources in a manner that influences financial and strategic management decisions, specifically those related to budget management and revenue planning;
Provide critical analytical perspectives and executive financial summaries regarding achievement of grant KPIs and performance. Reporting should provide a clear view on performance of internal IJM managers responsible for delivery of grant and contractual commitments; and
Monitor internal financial compliance with critical grant reporting components, including: timeliness of entry of new grant awards into financial systems (Workday), quarterly filings of grant reports to grantors (such as the U.S. government SF-425), status of NICRA rate filings and incorporation of new rates into grant budgets.

General Tasks

Participate in IJM’s Community of Spiritual Formation.

Requirements:

Education & Experience

Bachelor’s degree in relevant field required;
Graduate degree in business administration, public policy, international development or law strongly preferred;
Minimum of 10 years of relevant professional experience required;
Experience managing grants from the US government and corporate/foundation/multilateral donors required;
Experience managing foreign government (DFID, EU, DFAT, GAC, etc.) strongly preferred; and
Demonstrated team leadership and/or supervisory experience.

Technical Competencies

International experience strongly preferred;
Expertise in U.S. Government Grant Regulations (2 CFR 200) required; and
Expertise in foreign government regulations preferred.

Non-Technical Competencies
