General Description

Join the Human Resources team as an HR Specialist IV / Compensation & Classification Analyst! Working in a fast paced, multi-project environment as the subject matter expert for the Compensation and Classification Program and other related senior level human resources projects and assignments in the Human Resources Division.Serves as consultant to divisions regarding staffing needs.Develops and maintains report databases, surveys, and studies.Ensures agency compliance with Fair Labor Standards Act (FLSA), State Position Classification Act, and other state and federal regulations.Represents the agency at HR-related professional meetings, conferences, seminars, and/or committee meetings to stay abreast of current trends and developments in the human resources field.Work requires the maintenance of effective working relationships with all levels of agency management and staff. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Qualifications

Minimum Qualifications

Bachelor’s degree.
Experience working with a classification system includes drafting, reviewing existing employee job descriptions and/or postings for proper classification in accordance with state/federal statutory and regulatory requirements.
Experience with a State of Texas Classification system
Experience in developing/administering compensation and/or classification program.
Human resources experience in the administration in one if not all the following programs: talent acquisition and/or compensation administration.

Preferred Qualifications

Graduation from an accredited college or university with a bachelor’s degree in human resources, Organizational Development, Business, or Public Administration.

Substitutions

Education requirement may be substituted with up to four (4) years of related experience.

Licenses / Certifications

Preferred: Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) and/or SHRM-CP, SHRM-SCP.

In this role you will:

Serves as consultant to assigned divisions regarding staffing needs. Responsible for:
Providing consultative services for assigned divisions in drafting and reviewing job specifications, in accordance with the State Auditor’s position classification guidelines. Work includes partnering with hiring managers and division staff to determine appropriate classification, FLSA and EEO, salary administration, screening criteria and interview questions to assist the division in selecting suitable candidates and to ensure compliance with agency policy/procedures, federal and state laws.
Screening incoming applications to determine minimum qualifications designation according to Agency and Division procedures.
Provides updates to hiring divisions regarding incoming application statistics.
Review’s selection/hiring packets for compliance with hiring policies and procedures, as well as basic employment law compliance.
Provides technical customer assistance as needed and/or requested.
Assisting in training newly hired supervisors, managers and/or HR employees in understanding and using CAPPS Recruit.
Extending and/or negotiating job offers and obtaining appropriate business justification in writing as appropriate for all hiring issues and/or concerns.
Serves as a consultant to the agency regarding compensation and classification administration.
Researches and analyzes competitive compensation practices in the job market; contributes to established compensation surveys and/or develops and implements custom surveys as appropriate.
Collects and analyzes competitive salary to determine the agency's market relationship via division or agency-wide, locality, public and private sectors.
Conducts internal classification audits, reviews and/or studies requiring job analysis, job evaluation, questionnaires, or similar techniques.
Assist in developing career progression plans within each of the division’s classification assignments and salary administration.
Coordinates the agency’s and/or divisions’ job descriptions (developing, revising, reviewing) and provide guidance to other HR Representatives.
Seek internal and external information to provide guidance on strategic solutions to complex compensation issues.
Assists divisions with classification issues related to division reorganizations.
Tests and monitors FLSA and EEO designations to ensure compliance.
Trains agency personnel on compensation, classification and FLSA/EEO issues.
Cross-trains designated human resources personnel on the state classification and compensation system, FLSA/EEO designations.
Prepares recommendations for changes to the State Classification Plan and position descriptions, responding to State Auditor’s Office (SAO) requests, researching and responding to internal and external job market and salary benchmarking requests.
Responsible for the preparation of compensation-based communication materials.
