Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Community Development and Revitalization (CDR) Department.

Performs highly complex financial analysis for the CDR operations team, ensuring functionality between Federal and State finances. This position's work involves compiling, reviewing, analyzing, and evaluating financial data across multiple systems and providing reconciliation when necessary; additionally providing recommendations for appropriate actions to resolve financial discrepancies and suggestions for procedural improvement. Working under limited supervision, with considerable latitude in regard to initiative and independent judgment.

Essential Job Elements

Review of encumbrances against pending invoices based on existing needs within the Community Development and Revitalization program area.
Forecasting future assignment of work within project code, work order, and program budgets.
Submitting and/or processing timely adjustments to reallocate funds within existing budgets.
Coordinates Project Budget and Organization Budget adjustments with Financial Management (CAPPS Departments, AYs, PCAs, Objects of Expense groupings).
Assists with voucher reviews and reconciliations, ensuring completeness of data and presence of adequate documentation, including the reconciliation of multiple systems as situations arise.
Assists in the development and administration of financial processes.
Obtain proficiency in TIGR, particularly using it as a resource for performing and managing monitoring and oversight activities as they relate to the comprehensive monitoring plan, and as required by CDR management.

Qualifications

Minimum Qualifications

Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field.
Two (2) or more additional years of experience in financial analysis and/or regulatory work.
One (1) or more years of experience operating externally-sourced/vendor-based software for financial purposes within an organization.
Experience with Microsoft Office Suite

Education and education may be substituted for one another.

Note: MS Excel test to be administered during the interview.

Preferred Qualifications

Experience with handling state and/or federal funding for the purposes of operations management.
Experience with CAPPS Financials, USAS, MIP, or a similar software.
Extensive experience with high-level Excel utilization.

Knowledge, Skills, and Abilities

Detail oriented
Knowledge of financial analyses and examination procedures for regulated entities, financial and industry terminology and practices, and statistical analysis.
Skill in the use of a computer and applicable software, and in data modeling.
Self-motivated problem solver; Ability to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings; and to communicate effectively.

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
