Transportation Engineer III:

Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Engineer IV:

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer III - IV include:

Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
Performs advanced and complex planning work such as plan review, calculations and transportation planning studies.
Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, andr plan development.
Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.
Assists with design, computer operations and plan preparation.
Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.
Coordinates with Area Engineers and reviews area office contract submissions.
Coordinates with local officials on critical findings involving structures which are not under state jurisdictions to have them posted, repaired and closed to the traveling public.

Additional Responsibilities for Transportation Engineer III - IV Include:

Performs, reviews and monitors detailed investigations, data collection, analyses and coordination of bridge related research and recommends cost effective project level design for new, rehabilitated and reconstructed bridges.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Transporation Engineer III:Experience: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Transporation Engineer IV:Experience: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.
Licensed Prof Engineer*
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Transportation Engineer III - IV:

Government programs and operations affecting highway and transportation development.
Hydrologic, hydraulic and geotechnical design activities and principles.
Applicable plans, specifications and estimates preparation, review, processing and compliance requirements.
Construction engineering policies and procedures.
Bridge construction and evaluation methods, procedures and regulations.
Environmental engineering as it relates to transportation.
Pavement design and management processes and procedures.
Pavement concepts, methods, policies and requirements.
Asbestos management procedures.
Risk analysis procedures and methods.

Additional Competencies for Transportation Engineer IV include:

Geometric design relationships to traffic operations, maintenance and construction.
Transportation funding programs.
Government funding programs, methods and procedures.

Physical Requirements and Working Conditions:

Transportation Engineer III - IV:

Subject to outside environmental conditions; no effective weather protection.
Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour.
Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs.
Balancing-walking, standing, crouching on various surfaces without falling.
Standing-prolonged periods of time.
Walking-moving on foot to accomplish tasks: long distance/from one work site to another.
Talking-expressing or exchanging ideas by spoken words.
Hearing-perceive sound at normal speaking levels;receive information by oral communication.
Visual Acuity-determine work quality/make general observations of facilities/structures.
