The United States Holocaust Memorial Museum is a federally chartered, nonpartisan institution that was created by the US Congress to serve as America’s national memorial to the victims of the Holocaust and an educational institution dedicated to the history and lessons of the Holocaust. The Museum seeks to educate Americans from all 50 states and all walks of life as well as international audiences. The Museum has three areas of expertise: Holocaust remembrance, Holocaust scholarship and education, and genocide prevention.

Information about the role

The Program Office oversees the Museum’s Programmatic Centers and Institutes, leads the Museum’s strategic planning and governance processes, and plays a key role in leading a number of cross-office initiatives. The Program Office is seeking an experienced, talented, and knowledgeable Program Operations Manager to support the Museum’s Programmatic Centers and Institutes. The Program Operations Manager will play a critical role in supporting the Museum’s Program offices in financial management, budgeting, fundraising, and monitoring and evaluation.

The ideal candidate is passionate about our mission and excited to solve big problems and identify solutions while honoring our culture and values. The Museum is a consensus-driven organization and highly collaborative in carrying out its work. The Program Operations Manager will work closely with the Director of Program and Planning Administration and coordinate with multiple teams, stakeholders, and leaders across the Museum to build consensus and carry out their responsibilities.

This position is located in Washington, DC and is hybrid telework eligible, within the local commuting area of the Museum worksite.

This is a full-time donated position (non-Federal) paid with the Museum’s private funds. Salary is commensurate with experience.

Major Duties, and Responsibilities

Budgeting and Financial

Management: Develops annual budget planning timeline and guidance for key Program staff, in coordination with the Office of Finance. Liaises on budget planning and execution with Directors of Planning and Administration (DPAs) who are responsible for leading planning, budgeting, execution, and fundraising in the Museum’s Program centers and institutes.
Updates and executes communication plans to engage DPAs in the preparation of budgets that align with strategic plan priorities.
Supports DPAs in developing, managing, and analyzing their annual budgets and resolving challenges as they arise, serving as a liaison between DPAs and the Office of Finance and Development to resolve budget related questions and issues.
Provides hands-on budget formulation and execution support for staff in the Planning and Program Offices and the Office of International Affairs.
Prepares high-level overviews and analyses of all Program center and institute budgets, flagging funding gaps and challenges, and providing insights and recommendations to support strategic decision making.
Monitors Program centers and institutes in budget execution and spending throughout the year, tracking spending against budget projections, strategic priorities, and donor gift agreements. Identifies issues and makes recommendations on where to adjust budgets and spending plans as needed, working in coordination with the Offices of Finance and Development, and DPAs.
Provides input and feedback to the Office of Finance on Program Office needs to improve reporting and tracking of spending.
Resolves complex financial matters, identifies challenges and raises questions, seeking support and context from the Director of Program and Planning Administration.

Fundraising:

Reviews and makes recommendations on donor materials including, proposals, reports, budgets, and expense reports to ensure alignment with institutional priorities, strategic plans, previously approved language, and donor gift agreements.
Coordinates and manages the logistics for the review and editing of donor materials by Program Office leadership, to include coordinating schedules and timelines that ensure the timely delivery of materials.
Reviews financial forecasts for fundraising materials to ensure alignment with operational budget and strategic priorities.
Tracks and works to resolve issues and questions that arise from the Development Office.

Monitoring and Evaluation:

Works with Program staff to support monitoring and evaluation efforts to measure progress against strategic plans and other indicators of success for reporting to internal and external stakeholders.
Recommends appropriate indicators and realistic and measurable targets, and helps to determine data sources and collection methods.
Develops timelines, systems, and processes to collect, compile, and synthesize data from each office on a regular cadence to meet reporting deadlines. Coordinates and shares timelines and processes with staff.
Analyzes data and develops dashboards and other tools to effectively present progress against goals to internal stakeholders, including senior leaders. Analyzes trends and patterns to provide strategic insights and recommendations. Compiles data into reports for external audiences, including funders and the US government.

Other Duties:

Develops communication plans and timelines for this portfolio of work, taking into consideration the interconnectedness of the work and syncs communications and requests accordingly.
Coordinates and manages special projects, ensuring deliverables are on-time, on-budget, of high quality, and carried out in coordination with stakeholders.
Leads and facilitates meetings. This includes, but is not limited to: preparing meeting agendas, coordinating logistics, taking meeting notes, and ensuring follow up on action items.
Organizes and prepares correspondence, reports, briefing papers, or other data on projects for internal and external constituencies.
Other duties as assigned.

Minimum Qualifications for the role

5+ years of experience in the areas of fundraising, budgeting, and financial management, or a combination of equivalent education and 3+ years of experience.
Proven ability to solve problems and manage risk in a dynamic environment without compromising quality and attention to detail.
Experience writing donor reports and proposals for funders and synthesizing data.
Experience with financial modeling and forecasting tools, working with budgets, and numerical adeptness and a commitment to data accuracy.
The ability to flexibly shift priorities based on changing work needs and collaborate to get things done in a consensus-driven environment.
Superior verbal, written, and interpersonal communication skills.
Experience developing executive presentations and memos.
Excellent Google Suite and Microsoft Office skills including presentation and spreadsheet abilities.
Project management experience, including organization, delivery, evaluation, and reporting.

Preferred Qualifications for the role

Advanced degree in Business, Public Policy, Non-Profit Administration, or other related fields.
Experience with monitoring, evaluating, and tracking metrics against strategic priorities.
