Description

We are seeking an experienced Technical Project Manager to lead our team in modernizing a critical government flight tracking system. The ideal candidate will have a strong technical background, excellent project management skills, and experience with government contracts. This role requires the ability to balance technical leadership, project management, and stakeholder communication while ensuring compliance with government regulations and CMMI Level 3 processes.

Core Responsibilities & Duties

Lead and manage the technical project team throughout the software modernization effort, ensuring timely delivery of high-quality results.
Implement and maintain Scrum-based Agile development processes, including sprint planning, daily stand-ups, and retrospectives.
Manage project scope, schedule, and budget, ensuring alignment with contract requirements and CMMI Level 3 processes.
Utilize JIRA for project tracking, resource allocation, and reporting.
Serve as the primary point of contact for stakeholders, including government representatives, providing regular updates and managing expectations.
Collaborate with technical leads to develop and maintain project plans, risk assessments, and mitigation strategies.
Ensure compliance with government regulations and reporting requirements throughout the project lifecycle.
Facilitate communication between technical team members and non-technical stakeholders, translating complex concepts as needed.
Contribute to proposal writing and identify opportunities for organic growth within the project scope.
Monitor industry trends and emerging technologies relevant to the project, recommending innovations when appropriate.
Mentor team members and foster a culture of continuous improvement and knowledge sharing.

Requirements

Minimum Qualifications:

Bachelor's degree in Computer Science, Software Engineering, Project Management, or related field.
10+ years of project management experience.

Preferred Qualifications

Experience with CMMI Level 3 processes
Familiarity with FAA, aviation, and/or flight tracking systems
Experience with proposal writing and business development

Required Certifications

PMI Project Management Professional

Security Clearance Requirement

Must be able to obtain and maintain a Secret Level security clearance.
