Job Summary

The Deputy Director of Safety Engineering – Construction Project Safety will assist the Chief Safety Officer (CSO) and CSEC with the project management of MBTA's Occupational Health and Safety (OHS) development and capital implementation initiative to adopt Federal OSHA safety standards (29 CFR 1910 and 29 CFR 1926), as well as the General Duty Clause. This position will facilitate, collaborate, and work with senior leadership, field operations, and other key personnel to track, organize, and manage the project's scope; as well as the rollout of the key safety initiatives that are currently underway.

Duties & Responsibilities

Assist and support the Chief Safety Officer and Chief of Safety Engineering and Construction in the management and oversight of safety engineering programs in the realms of capital and infrastructure development and upgrades needed to conform to State and Federal OHS standards and regulations.
Develop and implement a safety management project matrix to track development and implementation of capital OHS element initiatives.
Oversee the identification and evaluation of risks associated with capital engineering infrastructure projects and modifications needed to conform to State and Federal OHS standards and regulations.
Ensure Fire Life Safety, employee and passenger safety and overall OHS compliance are considered during the design, implementation, and safety certification of capital projects.
Provide engineering technical support for the safety certification of new installations and construction, including start-up, testing, and activation of systems.
Support the OHS Steering Committee, OHS Working Group, senior leadership, management, consultants, and labor to help facilitate, coordinate, and execute various OHS program initiatives, efforts, and compliance within the areas of workplace safety, environmental, security and system-wide accessibility.
Develop and implement key safety performance indicators and measurements of the various OHS component functions and activities.
Develop and implement OHS plans, policies, rules, procedures, and other written communications.
Conduct routine audits of the MBTA facilities, job sites, machinery, and safety equipment to identify and correct potential hazards, and recommend actions to ensure compliance of safety, environmental and system-wide accessibility regulations, and standards.
Monitor and ensure contractor compliance with federal, state, and local applicable laws, statutes, regulations, rules, and guidelines for safety.
Assist with DLS Investigations; investigating circumstances, preparing responses, and being on-site during investigation if needed.
Create reports, memos, or programs using MS Word, Excel, or PowerPoint for trending, analysis, meetings, or training. Work with internal company programs and departments to assist with gathering information and data needed.
Promote health and safety education, awareness, and engagement through scheduled meetings.
Support the Chief Safety Officer, Chief of Safety Engineering and Construction, and other Directors and Deputy Directors within MBTA Safety, including in the management of all MBTA Safety personnel.
Assist in the recruitment, training, discipline, and promotion of MBTA Safety personnel.
Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week. The position requires on-call duties and responsibilities on a rotation basis.
Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed.
Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner consistent with the Authority's customer service quality standard
Participate in the department's budget committee to develop, administer, maintain, and oversee the department's annual budget; make recommendations and forecasts for future funds needed for staffing, equipment, materials, and services; reviews and approve division expenditures and implements adjustments.
Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

Bachelor's degree from an accredited institution in Engineering, Construction Management, Project Management, Occupational Health and Safety, Management, Administration, or related field
Five (5) years of experience in Engineering, Project Management, Construction Safety, System Safety, Occupational Health and/or Safety, Management, Administration, or related fields
Two (2) years of related leadership, supervisory, and/or management experience.
Training and certification in health, safety, industrial hygiene or other similar training, certification, or accreditation.
Demonstrated performance of routine audits to ensure compliance of regulations.
Proficient use of MS Word, Excel, and PowerPoint required.
Requires accuracy and detail orientated skills.
Must have strong communication skills (non-confrontational and diplomatic approach) - phone, in person, and written.
Must have ability to manage multiple projects.
Requires planning, organizational, analytical, problem-solving, influencing and time management skills.
Must have the skills to perform needs coaching and mentoring.
Ability to interpret and actively ensure compliance with OSHA, MBTA, and other applicable agency standards.
Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 300, 400, 700, and 800 as well as courses offered on websites hosted by MBTA/MassDOT, FEMA, and TSI within three (3) years of employment.
Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
Ability to perform all tasks safely with proper PPE.
Ability to perform and oversee that tasks are performed to ensure the safety of MBTA employees, contractors, ridership, the general public, and critical infrastructure.
Ability to handle sensitive and confidential information in an appropriate manner.
Ability to provide internal and external customers with a courteous and professional customer experience.
Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and antiretaliation policies.
A valid driver's license is required.
Ability to work any and all shifts and/or locations as assigned or directed; be available to work twenty-four (24) hours per day, seven (7) days per week.

Substitutions Include

A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
A master’s degree in a related subject substitute for two (2) years of general experience.
A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

Preferred Experience and Skills

OSHA training especially courses specific to construction safety (29 CFR 1926).
Experience working in transportation, construction, safety, security, or related field.
Working knowledge of IndustrySafe and Access Databases.
Knowledge of system safety and/or Safety Management Systems (SMS) principles and best practices.
Experience working in Occupational Safety, transportation, construction safety, security, or related field; and candidates demonstrating an understanding of OSHA/DLS Regulations, the Federal Transit Administration (FTA) and/or DPU regulations.
